Build Source runs two services: a subscription database of public construction permit records for contractors, and a referral service that connects homeowners with local contractors they choose to hear from. This policy covers both. We collect only what each service needs. We never give a homeowner's phone number to a contractor, we never sell personal information, and we never share mobile numbers or opt-in data for marketing.
1. Information we collect
Contractors (subscribers): name, business name, email, phone, billing details (processed by Stripe — we do not store card numbers), and the trades, categories and regions you select. For the Verified tier: the verification facts you supply (references, insurance certificate, memberships).
Homeowners: your mobile number; the project address, taken from a map pin you confirm on your own device; the project category; how many contractors you want to hear from; a record of your consent (the exact wording shown to you, its version, and the date and time you accepted it); an email address if you choose to give one, used once to send your confirmation and not stored; and your reply to our day-30 follow-up text.
Contributors: name, mobile number, the referrals attributed to your code, and any photo or note you attach to a contest. Contributors do not collect or hold homeowner information.
Automatically: standard server logs (IP address, browser, pages viewed) and call metadata for calls connected through a Build Source number — time, duration, and whether the call connected. We do not record calls and we do not store call audio.
Public records: construction permit records and county appraisal-district parcel data, obtained from public filing systems. This information is about properties and permits, not about our users, and we publish it only as it was filed. Where it relates to an identifiable person, we handle it under this policy like any other personal data. We use appraised property value for one operational purpose: deciding which contractors are eligible to claim a request.
2. How we use it
To deliver the service you asked for: matching permit records to your trade; letting the contractors a homeowner chose reach that homeowner through a Build Source number; recording referral outcomes and whether a referral fee has been paid.
To send the transactional messages described in our SMS terms — verification codes, request confirmations, day-30 follow-ups, first-contact notices to contributors, and fee due dates. We do not send marketing texts.
To verify facts a contractor asks us to verify, and to resolve contests about whether a referred job went ahead and at what value.
We do not collect, hold or pay referral fees. They are paid by the contractor to the contributor directly.
3. How we share it
Homeowner → contractors: the contractors a homeowner chose see the service requested and the property location so they can quote it. A homeowner's phone number is never disclosed to a contractor. Calls are connected through a Build Source-controlled number, and neither party sees the other's number.
Contributor → contractors: a contributor's identity is not shared with contractors. A contributor sees the outcome and value band of jobs attributed to their code, and no homeowner contact details at any point.
Service providers acting on our instructions: Cloudflare (hosting, database and private object storage), Stripe (payments), Twilio (calls and text messages), Resend (email), Google Maps Platform (address from a map pin). Each receives only what its function needs.
Legal: when required by law or subpoena, or to protect our rights or users' safety.
Never: we do not sell personal information. No mobile information will be shared with third parties or affiliates for marketing or promotional purposes. Text messaging originator opt-in data and consent are not shared with any third party, other than the service providers above that process them on our instructions.
4. Text messages
We text you only after showing you the consent wording, and only for the purposes set out in our SMS terms. You can stop our texts at any time — reply STOP, or any comparable instruction such as "quit", "end", "cancel", "unsubscribe" or "stop all", or email hello@bldsource.com. For a homeowner, stopping also closes the request: the Build Source number connecting contractors to you is disconnected and no further contractor can claim it. We act immediately on receipt, and in every case within 10 business days. Reply HELP for help. Message frequency: a homeowner receives up to 3 messages per request; a contributor receives roughly one message per event on a referral they made. Msg & data rates may apply. Consent is not a condition of any purchase.
5. Retention
Consent and opt-out records. We keep your mobile number together with the consent wording you saw, its version and the date, and a record of any opt-out, for as long as we need to be able to prove consent and to honour your opt-out. This record exists so that a number that has opted out is never contacted again; it is not used for any other purpose.
Homeowner request records. Your number is removed from the follow-up record once the day-30 follow-up is closed. Your answers to the follow-up are kept for 12 months and then deleted.
Contest evidence (photos, contracts) is kept for at most 180 days after the contest is resolved, then deleted. It may go sooner: a contributor who withdraws their own contest has their photo deleted immediately, and a homeowner or property owner may ask us to delete evidence concerning their property at any time.
Subscriber account and billing records are kept for as long as you have an account and as required for tax and accounting purposes.
6. Your choices
Stop our texts — and, as a homeowner, close your request — at any time (see section 4).
Ask us to access, correct, or delete your personal information, or to appeal a decision we make on such a request, by emailing hello@bldsource.com. We will respond within 45 days, and may extend that once by a further 45 days where reasonably necessary, telling you why. If we decline your request you may appeal to us at the same address; we will respond to an appeal within 60 days and, if we decline it again, tell you how to complain to the Texas Attorney General.
Cancel a subscription yourself from your account page.
7. Security
Data is stored with Cloudflare and encrypted in transit. Contest evidence lives in a private bucket reachable only through short-lived signed links, and every access is logged. Card data never touches our systems — Stripe handles it. Calls placed through Build Source are not recorded, and we hold no call audio.
8. Breach notification
If a breach of system security compromises the sensitive personal information of Texas residents, we will notify affected individuals as required by Texas Business & Commerce Code §521.053, and will notify the Texas Attorney General where the threshold for doing so is met.
9. Children
Build Source is for adults engaging contractors or operating a trade business. We do not knowingly collect information from anyone under 18.
